Development financing often reaches businesses and communities through a chain of institutions: development banks, commercial lenders, fund managers, implementing agencies, and local enterprises. Results depend on how well their incentives, capabilities, and responsibilities fit together. Volta helps institutions design and implement programs that turn financing commitments into productive investment, private sector growth, and development outcomes.
We design and manage technical assistance, support program setup and implementation, and strengthen the institutions and partners responsible for delivery. Our work spans SME finance, enterprise and supplier development, and programs delivered through financial intermediaries, from defining the intervention to managing implementation and measuring results.
Addressing the constraints between financing and results
A financing program may depend on changes well beyond the availability of capital: lenders able to assess unfamiliar businesses, suppliers able to meet procurement requirements, or agencies able to coordinate an investment. Technical assistance needs to address those constraints in the right sequence. Volta works with institutions to define program objectives, identify where support will make a difference, and design the activities, delivery partnerships, budgets, and results frameworks needed to put it into practice.
From an approved program to working delivery
Approval leaves important work to be done: establishing the delivery team, agreeing responsibilities across institutions, appointing partners, and coordinating activities that depend on one another. Delays in any one of these can hold back the wider program. Volta supports implementing agencies and project teams with program setup, work planning, partner coordination, and day-to-day implementation management. Where delivery has stalled, we help resolve bottlenecks and reset priorities. For programs developing infrastructure or other assets, we also support the operating arrangements and partnerships needed to bring them into use.
Connecting finance and investment to local enterprise growth
A credit line can be fully disbursed while intended borrowers remain underserved. A major investment can generate substantial procurement demand while local suppliers struggle to qualify for the work. Volta helps institutions address the financing and business constraints behind these gaps. We support lenders and other financial intermediaries in serving target businesses, and help enterprises strengthen the commercial, operational, and financial capabilities needed to access capital and contracts. Our work includes value chain development, supplier development linked to buyer requirements, business support programs, and partnerships with local service providers, industry bodies, and training institutions.
Understanding who is reached and what changes
Disbursement and participation figures show how much activity a program has generated. Institutions also need to understand which businesses it reaches, how financing is used, and what changes in performance, employment, or access to services. Volta develops results frameworks, establishes baselines, and puts monitoring arrangements in place with delivery partners. We conduct portfolio assessments and evaluations to examine outcomes, identify where the approach needs to change, and inform future program design and funding.
